Prof. Irwin Cotler was appointed as Special Envoy for Vladimir Kara Murza July 29, 2022 This month the Parliamentary Forum for Democracy's General Assembly has appointed Professor Irwin Cotler, Member of the Governing Council of the Parliamentary Forum for Democracy, a former Minister of Justice and Attorney-General of Canada, and long-time parliamentarian, as Special Envoy for Vladimir Kara Murza- leading Russian democratic opposition leader, author, journalist, and filmmaker. Mr Kara Murza, who embodies the struggle for democracy and human rights in Russia, has been arbitrarily detained and imprisoned for critiquing Russia's invasion of Ukraine. This criminalization of his speech is a case study of both Putin's domestic repression and criminal aggression against Ukraine. more

In 2009–2011, Lithuania chaired the Community of Democracies, an intergovernmental coalition, which was established in Warsaw on 25–27 June 2000 under the initiative of former US Secretary of State Madeleine Albright and Polish Foreign Minister Bronislaw Geremek. Today it comprises more than 100 democracies or developing democracies with a view to strengthening democratic standards and practices worldwide. more

Democracy is built on inclusion, equal treatment and participation — and it is a fundamental building block for peace, sustainable development and human rights. The Universal Declaration of Human Rights, which states that “the will of the people shall be the basis of the authority of government” (article 21.3), has inspired constitution-making around the world and contributed to global acceptance of democratic values and principles. Democracy, in turn, provides the natural environment for the protection and effective realization of human rights. more

Samuel Huntington, a famous political scientist dealing with development of democracy and associated processes, described what was happening at the time as the third wave of democratisation, which began in Spain and Portugal in the 1970s and reached its peak with the fall of the Berlin Wall. more

PFD President’s letter to the parliaments of the EU Presidential troika and the Republic of Latvia regarding critical situation in Ukraine March 05, 2014 Stemming from its unwillingness to accept Ukrainian aspirations to join the European Union (EU), Russia has invaded and is occupying parts of the sovereign territory of Ukraine, a country which is a member of many international organizations. Russia’s military invasion is violation of international law. The international community should stand united in protecting the integrity of international law as embodied in the UN Charter, Helsinki Final Act and other international instruments. more
