Prof. Irwin Cotler was appointed as Special Envoy for Vladimir Kara Murza

This month the Parliamentary Forum for Democracy's General Assembly has appointed Professor Irwin Cotler, Member of the Governing Council of the Parliamentary Forum for Democracy, a former Minister of Justice and Attorney-General of Canada, and long-time parliamentarian, as Special Envoy for Vladimir Kara Murza- leading Russian democratic opposition leader, author, journalist, and filmmaker. Mr Kara Murza, who embodies the struggle for democracy and human rights in Russia, has been arbitrarily detained and imprisoned for critiquing Russia's invasion of Ukraine. This criminalization of his speech is a case study of both Putin's domestic repression and criminal aggression against Ukraine.

Today, Emanuelis Zingeris at the Parliamentary Assembly of the Council of Europe initiated a Resolution of calling for the immediate release of imprisoned Russian opposition activist, human rights activist, journalist Vladimir Kara-Murza, to monitor the ongoing case in the Western world and to strengthen sanctions against Russia.
This Resolution was supported by more than 50 members of the PACE members, most of them gathered at the meeting room to express their position.

This year the Parliamentary Forum for Democracy celebrates it’s 10 th years anniversary.
In 2009–2011, Lithuania chaired the Community of Democracies, an intergovernmental coalition, which was established in Warsaw on 25–27 June 2000 under the initiative of former US Secretary of State Madeleine Albright and Polish Foreign Minister Bronislaw Geremek. Today it comprises more than 100 democracies or developing democracies with a view to strengthening democratic standards and practices worldwide.

This year’s International Day of Democracy is an opportunity to recall that democracy is about people. Democracy is built on inclusion, equal treatment and participation — and it is a fundamental building block for peace, sustainable development and human rights. The Universal Declaration of Human Rights, which states that “the will of the people shall be the basis of the authority of government” (article 21.3), has inspired constitution-making around the world and contributed to global acceptance of democratic values and principles. Democracy, in turn, provides the natural environment for the protection and effective realization of human rights.

Data from Freedom House, a watchdog organization that measures democracy and freedom around the world, shows that the number of countries classified as “free” rose steadily from the mid-1970s to the early 2000s. Many Latin American countries transitioned from military rule to democracy; after the end of the Cold War, much of Eastern Europe followed suit. And longstanding liberal democracies in North America, Western Europe and Australia seemed more secure than ever. But since 2005, Freedom House’s index has shown a decline in global freedom each year.

Over 20 years ago, when the world observed the collapse of the Soviet Union and the triumph of freedom, democracy and free-market economy, the prominent political scientist Francis Fukuyama optimistically predicted the inevitable triumph of liberal democracy and the end of history in his celebrated book The End of History and the Last Man. Samuel Huntington, a famous political scientist dealing with development of democracy and associated processes, described what was happening at the time as the third wave of democratisation, which began in Spain and Portugal in the 1970s and reached its peak with the fall of the Berlin Wall.

“Neither Anders Behring Breivik, nor Muslim terrorists who are killing journalists today, nor the Dombass bandits will impede the spread of the ideas brought about by the French Revolution and Thomas Jefferson. They will not manage to tear away the world created by the democratic ideas of Emilija Pliaterytė, Kostas Kalinauskas, the Polish Solidarity movement, the Czech Charter of Fundamental Rights and Freedoms and the democratic ideas of the Lithuanian Sąjūdis Movement. It is these ideas that have informed the strength of the European Union and have shaped a new world order. I therefore invite all democrats to unite against the belligerent radicals that are dragging the world back to the Middle Ages due to their black-and-white mindsets! Let us pool our efforts to defend our Freedom against the abuse and injustice they sow.”

Stemming from its unwillingness to accept Ukrainian aspirations to join the European Union (EU), Russia has invaded and is occupying parts of the sovereign territory of Ukraine, a country which is a member of many international organizations. Russia’s military invasion is violation of international law. The international community should stand united in protecting the integrity of international law as embodied in the UN Charter, Helsinki Final Act and other international instruments.

Over the past few weeks, repression in Cuba has increased considerably. The Cuban Commission for Human Rights and National Reconciliation reports that repression in Cuba has included 1,052 political arrests. Well-known activists such as Jose Daniel Ferrer of the Patriotic Union of Cuba (UNPACU), Guillermo Farinas, winner of the European Parliament’s Sakharov award, and Dr. Oscar Elias Biscet, winner of the Presidential Medal of Freedom, were harassed by Castro’s thugs and detained or placed on house arrest.

Alonso, an outspoken congresswoman in Argentina representing Buenos Aires, sat down to share her thoughts on leadership for our “Micro Management Stories” video series. Alonso took office in December 2009, after years of working as an activist for greater transparency in government. She was serving as the executive director of the large nonprofit Poder Ciudadano (Transparency International’s Argentine arm), when she decided it was time to change her government from the inside rather than the outside.
